The main thing is that it is faster than training Strength and Defence, because Strength is commonly trained using a Dragon Scimitar or a Saradomin Sword, which are both a lesser method than using a whip. Yeah, it's slower between levels, but you get used to it. Well if you think about it, training controlled is actually better in the long run.
